    Visualising a knowledge mapping of information systems investment evaluation

    Information systems (IS) facilitate organisations to increase responsiveness and reduce the costs of their supply chain. This paper seeks to make a contribution through exploring and visualising knowledge mapping from the perspective of IS investment evaluation. The evaluation of IS is regarded as a challenging and complex process, which becomes even more difficult with the increased complexity of IS. The intricacy of IS evaluation, however, is due to numerous interrelated factors (e.g. costs, benefits and risks) that have human or organisational dimensions. With this in mind, there appears to be an increasing need to assess investment decision-making processes, to better understand the often far-reaching implications associated with technology adoption and interrelated knowledge components (KC). Through the identification and extrapolation of key learning issues from the literature and empirical findings, organisations can better improve their business processes and thereby their effectiveness and efficiency, while preventing others from making costly oversights that may not necessarily be only financial. In seeking to enlighten the often obscure evaluation of IS investments, this paper attempts to inductively emphasise the dissemination of knowledge and learning through the application of a fuzzy Expert System (ES) based knowledge mapping technique (i.e. Fuzzy Cognitive Map [FCM]). The rationale for exploring knowledge and IS investment evaluation is that a knowledge map will materialise for others to exploit during their specific technology evaluation. This is realised through conceptualising the explicit and tacit investment drivers. Among the several findings drawn from this research, the key resulting knowledge mapping through FCM demonstrated the complex, multifaceted and emergent behaviour of causal relationships within the knowledge area. The principal relationships and knowledge within IS investment evaluation are illustrated as being determined by a blend of managerial and user perspectives.

    Managing food security through food waste and loss: Small data to big data

    This paper provides a management perspective of organisational factors that contributes to the reduction of food waste through the application of design science principles to explore causal relationships between food distribution (organisational) and consumption (societal) factors. Qualitative data were collected with an organisational perspective from commercial food consumers along with large-scale food importers, distributors, and retailers. Cause-effect models are built and “what-if” simulations are conducted through the development and application of a Fuzzy Cognitive Map (FCM) approaches to elucidate dynamic interrelationships. The simulation models developed provide a practical insight into existing and emergent food losses scenarios, suggesting the need for big data sets to allow for generalizable findings to be extrapolated from a more detailed quantitative exercise. This research offers itself as evidence to support policy makers in the development of policies that facilitate interventions to reduce food losses. It also contributes to the literature through sustaining, impacting and potentially improving levels of food security, underpinned by empirically constructed policy models that identify potential behavioural changes. It is the extension of these simulation models set against a backdrop of a proposed big data framework for food security, where this study sets avenues for future research for others to design and construct big data research in food supply chains. This research has therefore sought to provide policymakers with a means to evaluate new and existing policies, whilst also offering a practical basis through which food chains can be made more resilient through the consideration of management practices and policy decisions.

    Cost performance of public infrastructure projects: the nemesis and nirvana of change-orders

    The cost performance of a wide range of public sector infrastructure projects completed by a contractor are analysed and discussed. Change-orders after a contract to construct an asset was signed were, on average, found to contribute to a 23.75% increase in project costs. A positive association between an increase in change orders and the contractor’s margin were identified. Taxpayers pay for this additional cost, while those charged with constructing assets are rewarded with an increase in their margins. As the public sector embraces an era of digitisation, there is a need to improve the integration of design and construction activities and engender collaboration to ensure assets can be delivered cost effectively and future-proofed. The research paper provides empirical evidence for the public sector to re-consider the processes that are used to deliver their infrastructure assets so as to reduce the propensity for cost overruns and enable future-proofing to occur.

    The role of e-participation and open data in evidence-based policy decision making in local government

    The relationships between policies, their values, and outcomes are often difficult for citizens and policymakers to assess due to the complex nature of the policy lifecycle. With the opening of data by public administrations, there is now a greater opportunity for transparency, accountability, and evidence-based decision making in the policymaking process. In representative democracies, citizens rely on their elected representatives and local administrations to take policy decisions that address societal challenges and add value to their local communities. Citizens now have the opportunity to assess the impact and values of the policies introduced by their elected representatives and hold them accountable by utilizing historical open data that is publicly available. Using a qualitative case study in a UK Local Government Authority, this article examines how e-participation platforms and the use of open data can facilitate more factual, evidence-based, and transparent policy decision making and evaluation. From a theoretical stance, this article contributes to the policy lifecycle and e-participation literature. The article also offers valuable insights to public administrations on how open data can be utilized for evidence-based policy decision making and evaluation.

    Online Banking Information Systems Acceptance: An Empirical Examination of System Characteristics and Web Security

    Prior work on the technology acceptance model (TAM) is mainly devoted to the influence of TAM’s core motivational factors and their impact on behavioral intent toward IS acceptance. Relatively little research has focused on what specific system design characteristics motivate individuals toward IS acceptance. This article identified specific systems design factors and examined their impact on TAM’s motivational factors through the TAM. The findings will help designers to design and implement better user-accepted systems.

    Factors influencing user acceptance of public sector big open data

    In recent years Government departments and public/private organisations are becoming increasingly transparent with their data to establish the whole new paradigm of big open data. Increasing research interest arises from the claimed usability of big open data in improving public sector reforms, facilitating innovation, improving supplier and distribution networks and creating resilient supply chains that help improve the efficiency of public services. Despite the advantages of big open data for supply chain and operations management, there is severe shortage of empirical analyses in this field, especially with regard to its acceptance. To address this gap, in this paper we use an extended technology acceptance model to empirically examine the factors affecting users’ behavioural intentions towards public sector big open data. We outline the importance of our model for operations and supply chain managers, the limitations of the study, and future research directions.

    A Review of the Factors Affecting User Satisfaction in Electronic Government Services

    Even after more than a decade of intensive research work in the area of electronic government (e-government) adoption and diffusion, no study has yet undertaken a theoretical evaluation of research related to ‘e-government satisfaction'. The purpose of this study is to undertake a comprehensive review of the literature related to e-government satisfaction and adoption with a particular focus on the most critical factors and their manifested variables that influence user satisfaction in e-government. Usable data relating to e-government research were collected from 147 papers identified from the Scopus database and by manually identifying relevant articles from journals dedicated to e-government research such as Electronic Government, an International Journal (EGIJ), International Journal of Electronic Government Research (IJEGR) and Transforming Government: People, Process, and Policy (TGPPP). A meta-analysis of existing e-government studies found that the majority of the construct relationships demonstrated a significant range of average summative correlation, and effect size, but the influence of perceived ease of use, effort expectancy on behavioural intention, behavioural intention on use behaviour, and perceived trust on risk were still found to be non-significant. A broader analysis of e-government satisfaction and adoption research seems to reflect that although a large number of theories and theoretical constructs were borrowed from reference disciplines such as Information Systems, e-commerce and public administration, their utilisation by e-government researchers appears to be largely random in approach.

    Risks and rewards of cloud computing in the UK public sector: A reflection on three Organisational case studies

    Government organisations have been shifting to cloud-based services in order to reduce their total investments in IT infrastructures and resources (e.g. data centers), as well as capitalise on cloud computing’s numerous rewards. However, just like any other technology investments there are also concerns over the potential risks of implementing cloud-based technologies. Such concerns and the paucity of scholarly literature focusing on cloud computing from a governmental context confirm the need for exploratory research and to draw lessons for government authorities and others in order to ensure a reduction in costly mistakes. This paper therefore investigates the implementation of cloud computing in both a practical setting and from an organisational user perspective via three UK local government authorities. Through the qualitative case study enquiries, the authors are able to extrapolate perceived rewards and risks factors which are mapped against the literature so that emergent factors can be identified. All three cloud deployments resulted in varying outcomes which included key rewards such as improved information management, flexibility of work practices and also posed risks such as loss of control and lack of data ownership to the organisations. These findings derived from the aggregated organisational user perspectives will be of benefit to both academics and practitioners engaged in cloud computing research and its strategic implementation in the public sector.

    A brand preference and repurchase intention model: the role of consumer experience

    Consumer brand preference is an essential step towards understanding consumer choice behaviour, and has therefore always received great attention from marketers. However, the study of brand preference has been limited to traditional marketing focusing on functional attributes to maximise utility. But now the shift to experiential marketing broadens the role of the brand from a bundle of attributes to experiences. Technological advancements have helped to increase the similarities between brand attributes and product commoditisation. Consequently, consumers cannot shape their preferences among brands using rational attributes only. They seek out brands that create experiences; that intrigue them in a sensorial, emotional and creative way. This study seeks to develop a model that provides an understanding of how brand knowledge and brand experience determine brand preference and to investigate its impact on brand repurchase intention. Accordingly, exploratory focus group discussions are employed followed by a survey of mobile phone users in Egypt. The findings provide insights into the relative importance of consumer perceptions on different brand knowledge factors in shaping brand preferences. It also demonstrates the significance of consumers’ experiential responses towards brands in developing their brand preferences that in turn influence brand repurchase intention. The model therefore offers managers a new perspective for building strong brands able to gain consumer preferences.

    The impact of organisational justice on ethical behaviour

    Within the workplace, justice is influenced by the interpersonal relationships between colleagues and/or management among other things. The main reason for this research is to examine the correlation between organisational justice and the ethical behaviour of employees. Based on the literature, the conceptual model developed in this paper integrates distributive, procedural, interpersonal and informational justice in relation to ethical behaviour. By applying an adapted survey questionnaire, data were collected from teaching staff at public sector higher education institutions. Multiple regression analysis was applied to 360 samples and this showed that distributive and procedural justice have a more positive and significant impact than informational and interpersonal justice on the ethical behaviour of employees. This is an empirical study which may contribute to the literature on ethical behaviour, organisational development and employee development.
